89. What is the Engagement Levels form on TrackAble and how do I use it?

The Engagement Model is an assessment tool designed to support schools in understanding and assessing pupils who are working below the level of the national curriculum and are not yet engaged in subject-specific study. Rather than focusing on attainment alone, the Engagement Model helps schools assess how pupils engage with learning, supporting more meaningful planning, provision, and outcomes.

Background and Development

The Engagement Model was adapted from the 7 Aspects of Engagement, originally devised by Professor Barry Carpenter as part of the DfE-funded Complex Learning Disabilities and Difficulties project (2011).

The model was further developed:

  • With support from an expert group, including members of the Rochford Review

  • Using evidence from an evaluation of the 7 aspects of engagement carried out in 2018

This work ensured the model is evidence-based and appropriate for pupils with complex learning needs.

Understanding Engagement

The Engagement Model recognises that engagement is multi-dimensional. It breaks engagement down into five key areas, allowing teachers and staff to assess:

  • How effectively pupils are engaged in developing new skills, knowledge, and concepts within the school curriculum

  • How well special educational provision supports pupils to progress towards the agreed outcomes in their Education, Health and Care (EHC) plans

  • How effectively pupils are engaging with and making progress against their EHC plan outcomes

  • Pupils’ achievements and progress across the four areas of need outlined in the SEND Code of Practice:

    • Communication and interaction

    • Cognition and learning

    • Social, emotional and mental health difficulties

    • Sensory and/or physical needs

Key Principles of the Engagement Model

The Engagement Model:

  • Provides a unique method of observation, offering valuable insights that can improve provision for all pupils

  • Uses a pupil-centred approach, focusing on pupils’ abilities rather than disabilities

  • Values contributions from all those who know the pupil well, including teachers, school staff, other professionals, and parents or carers

  • Promotes consistency and a shared language across schools and professionals working with the pupil

  • Recognises the complex interaction between physical, sensory, communication, and learning needs and how these impact pupil progress

Using the Engagement Model helps schools to:

  • Gain a deeper understanding of how pupils learn and engage

  • Improve the effectiveness of provision and support

  • Ensure assessment is meaningful for pupils with complex needs

  • Support informed decision-making around teaching strategies and interventions
